This is a crucial step in the handbuilding process and can make the difference between an ok piece and a terrific one by clarifying edges and defining your form.  While it is a very important stage. lesser potters often ignore it. 
Your clay should be firm but not hard and inflexible.
 
Before you let your piece dry:
1. fill in grooves and pits in the surface
2. sponge the surface
3. scrape the surface with a rib
4. sponge the surface again
5. sponge and smooth the edges
6. let it dry
